This conceptual study evaluates the implementation, challenges, and possible solutions to teacher distribution in Indonesia in 2021. The researcher analyzed the issue based on archival records and previous research findings by using document analysis. The researcher found several main factors contributing to the challenges of teacher distribution in Indonesia, including the problem of education management, geography, and teachers’ personal constraints. The findings indicate that Indonesia still encounter challenges in terms of implementing an ideal and comprehensive distribution of teachers. The distribution of authority related to school policies to the provincial level seems to still need improvement and good synchronization between the central government and local governments, including the issue of increasing human resource capacity. This study recommends that the Government of Indonesia manages the distribution of teachers by firstly analyzing the factors that influence it, so that the rights of students to get proper education, and teachers’ needs as a human, especially in remote areas, can be fulfilled
